Project Sticker Shock, the placement of stickers on the packaging of beer and wine with the permission of a business, started in 1998 in Pennsylvania.  It is a youth-driven, community based campaign that aims to reduce underage drinking by educating potential furnishers of alcohol to youth and changing public attitudes about providing alcohol to minors.  On the sticker are the words, "Underage Drinking - Not a Minor Problem.
